⚠️ Important information on crisis communication
This guide is based on Wolf’s operational experience and follows the official recommendations of the Federal Office for Civil Protection and Disaster Assistance (BBK) for a total loss of broadcast transmission.
When operating radio equipment, strictly adhere to the legal requirements of the Federal Network Agency. Last technical review: June 2026.
During a blackout, communication channels fail one after the other: first the landline network (VoIP requires electricity), then mobile internet, and finally the mobile network itself. What then?
| Pillar / System | Primary function | Range | Wolf’s unvarnished verdict |
|---|---|---|---|
| 1. Hand-crank radio (DAB+/FM) | One-way information reception (civil protection) | Nationwide / Regional | “An absolute must-have for every household. Anyone who doesn’t listen to official announcements is flying blind.” |
| 2. PMR / Freenet radio | Two-way communication to keep your family safe in the local area | approx. 1 to 5 kilometres | “Perfect for keeping in touch with your partner or children if you have to leave the house. No registration or fees.” |
| 3. Satellite communication | Global, self-sufficient text messages & emergency calls | Worldwide (independent of mobile phone masts) | “The absolute top-of-the-range solution. Expensive to buy, but the only real link to the outside world when all hell breaks loose.” |
What works and for how long
| Communication method | Downtime | Why |
|---|---|---|
| Landline (analogue, old) | Days to weeks | Own power supply in the line |
| Landline (VoIP/IP) | Immediate | Requires a router = power |
| Mobile network (calls/SMS) | 1–3 days | Masts have emergency power |
| Mobile internet | Hours to 1 day | Data load overloads network |
| Hand-crank radio (reception) | Unlimited | No electricity required |
| Amateur radio | Unlimited | Own power supply |
Method 1: Mobile phone with battery management
Keep it operational for as long as possible:
- Airplane mode when no active communication is required
- Use text messages instead of calls (less network load, higher delivery rate)
- Cache messages in offline messengers (Signal, Telegram)
- Keep your power bank fully charged as a backup

Method 2: Hand-crank radio — information without the frills
The hand-crank radio is the most important communication tool during a blackout. It receives radio signals — completely without electricity, without the internet, without a battery.
Public service broadcasters have their own emergency generators and continue broadcasting even during a blackout. This is where official situation reports, evacuation instructions and supply points are announced.
The best hand-crank radio also has:
- A USB port for charging your mobile phone
- Integrated torch
- A solar panel as a second charging option

Method 3: Pre-arranged meeting points
If all communication channels fail, a pre-arranged meeting point is the safest option.
Decide today:
- Meeting point 1: Home — when everyone is at home
- Meeting point 2: Someone you know nearby (parents, neighbour) — if you can’t be reached at home
- Meeting point 3: The other person’s school or workplace — in case no one is at home
- Time: e.g. “If we haven’t managed to contact each other after 4 hours, we’ll meet at 6 pm at…”
Method 4: Walkie-talkie / PMR radio
PMR radios operate on fixed frequencies — without infrastructure, without a mobile network. Range: 1–5 km in the city, up to 10 km in open country.
Ideal for families who are in different parts of the city. Affordable models are available from €30–50.
Method 5: Analogue landline
If you still have an old analogue landline (not VoIP), you can still make calls during a power cut — Telekom’s lines have their own power supply.
However: most German households have already switched to VoIP. Check whether your line is still analogue.
The most important tip: Plan ahead of the blackout
All these methods only work if you know about them and have prepared in advance. Call your family today and draw up an emergency plan.

Conclusion: Rumours only die when you hear the facts
During a blackout, a lack of information is the biggest catalyst for sheer panic. Anyone who no longer knows what is happening outside will inevitably make wrong, life-threatening decisions. Securing your communication is the basis for rational action.
Make a forward-thinking decision today:
1. You leave this page and, in an emergency, find yourself completely cut off and isolated.
2. You buy untested toy radio gear that doesn’t reach 500 metres.
3. You use Wolf’s tried-and-tested guide and build your crisis-proof communication network.
